The mission of the society can be referred from the 9th International Symposium announcement for Social Management Systems 2013 which was held in Sydney as follows. In most countries, existing social systems do not function properly in response to the demands of the present era, such as the recent changes in social and economic structures, and the recent changes in societal values. Therefore, the structural reform of these social systems has become an urgent issue in many fields. Social system direct society and thus envelope many fields such as management for administration, regional socio-economical management, disaster management, infrastructure management and education management. In order to adapt current social systems to meet these new demands it is necessary to effectively and efficiently utilize hard and soft infrastructure, as well as human and financial resources. For this purpose, the collaboration of social scientists (sociology, psychology, economics, public administration etc.) and engineering scientists (civil engineering, architect, mechanics, information technology etc.) is essential. The mission of the Society for Social Management Systems is to make a practical contribution to the improvement of social systems.

The development of a nation’s social management system is always tied closely to each country’s political system and socio-economic, and the development may be evolutionary. There are differences between social management systems in undeveloped, developing, and developed countries. The stages of most developing countries are often initially stimulated by leaders with engineering backgrounds, while those with a social science background often become leaders once the nation’s economy has matured. There is a need to have the appropriate transitional and integrated pathway where leaders of different disciplines may have varying roles and impacts on their countries and societies. This is where the SSMS should aim to consolidate international experience, cross-field studies and practical discussions to develop new engineering and scientific fields that provide the methodology for creating the appropriate social management systems.

The operation of government administrations often possesses certain inertia and conflicts. In addition, theory development must undergo the process of organizational changes, alternations and amendments to laws, and practical applications. This is why we must work hard towards the direction of strengthening the participations from industry, government, and academia while seeking out through practical applications, verification and lessons learned for continuous improvement process.

New world issues raised up in the UN General meeting in New York 2015 and COP21 convention in Paris, and push the world to look for more sustainable development goals, seek for disaster risk reduction measures, creating more robust and resilient social system to counter with ongoing climate change issues. Thus, our Society will have to pursue activities to move towards the answer to this new world demands.

The research on how to integrate planning and administrative process (both vertical and horizontal) with the aids of information technology will be needed so that we can develop and implement the system with the participation of stakeholders in the timely manner by using both indigenous and modern knowledge and know-how.

We have made a considerable amount of progress in the development of this concept and of knowledge to meet the demand of both social and technical aspect to design the new social infrastructure. I would like to take this opportunity to thank the great leadership of former President, Prof. Jenn-Chuan Chern, Secretariat General, Prof. Seigo Nasu, and his team members for their great job. I do hope that SMS will create a platform to create such the participations from professional in the related fields, promoting international cooperation, and expanding the society’s international recognition so that we can unite the power of many to make breakthrough development in key fields while also realizing the goal for the formation of the SSMS. More individuals are also encouraged and heartily welcomed to participate and contribute towards SSMS development.
